Project events
Project events describe the whole project rather than one channel or pattern. Each appears once, and can sit anywhere in the stream.

Reading the version first
The FL Studio version (199) decides how every other string in the file is encoded: UTF-16LE from version 11.5, ASCII before it. It is stored in ASCII itself so a reader can always find it. See Events for the details.
Timestamp
The timestamp event holds two 64-bit little-endian floating point numbers, both counted in days.
