The mixer is a row of inserts, each with a set of effect slots. Inserts have no New event: their events appear insert by insert, in mixer order. Each effect slot starts with a slot index event, and the plugin in the slot is described by the plugin events that follow.
PyFLP counts 127 insert slots in files from version 12.9 on: 125 numbered inserts, the master and a “current” insert, each with 10 effect slots. No source records a change in FL Studio 21 or later.
